Home Control System (HCS) Clock

The Home Control System (HCS) core process is a process that waits for a real-time HCS event from various other Home Control System (HCS) processes or threads. One of these threads is the 'clock' (or heartbeat) process, which generates a regular timing message (an event). This is used by the core HCS process to drive timed-based actions and control signals.
